He was speaking after police violently dispersed an opposition camp on Saturday. Protesters were set to return to the capital again on Sunday.
Opposition parties are angry Mr Yanukovych refused to sign an EU association agreement and have called for early elections.
But Kiev's authorities say they will ban rallies in the heart of the city.
Ukrainian TV reported that a bid to prevent mass gatherings in Independence Square until next month was granted by a court on Saturday night.
Riot police had stormed the square in the early hours of Saturday when several hundred people were there. At least 31 people were taken into custody and a number of people were treated for injuries.
Kiev police chief Valery Koryak admitted afterwards that the "police did not come out of it looking good," but argued that missiles had been thrown at officers by some demonstrators.
In a statement read out on Ukrainian TV on Saturday night, President Yanukovych demanded an immediate investigation into the violence.
"I am deeply outraged by events that took place on Independence Square overnight. I condemn the actions which led to a confrontation and people's suffering."
He called for those responsible to be brought to account, but did not explicitly blame police. He also insisted that Ukrainians were "united by our choice of our common European future".
Several Western countries condemned the police intervention. US state department spokeswoman Jen Psaki condemned "the violence by government authorities against peaceful demonstrators".
Jailed opposition leader and ex-Prime Minister Yulia Tymoshenko urged Ukrainians "not to leave the authorities' actions unanswered" and preparations were made for a big rally on Sunday at 12:00 (10:00 GMT).
In a message read by her daughter on Saturday, Tymoshenko urged Ukrainians: "Fly, drive, walk to Kiev from all parts of Ukraine, but gather everyone on 1 December."
By Saturday evening demonstrators had regrouped in another square in the city centre, outside St Michael's Golden-Domed Monastery.
Another opposition party leader, Vitaly Klitschko, told people in the square that thousands of supporters were travelling from the western city of Lviv and other Ukrainian cities to take part in Sunday's rally.

A full-size working replica of the Titanic is to be built in China following an historic agreement between an Australian entrepreneur and a Chinese shipyard who are poised to sign a deal.
Titanic II is due to be completed by 2016. She will then be sailed to the UK and prepared for her maiden voyage from Southampton to New York - a repeat of the 1912 journey which ended in disaster.
The Jinling Shipyard in Nanjing has already signed an initial agreement to build the ship with billionaire mining tycoon Clive Palmer.
Design work for the vessel, which it is claimed will precisely resemble the original Titanic, is being carried out by a consortium of companies including Norway's Deltamarin.
"It's difficult to replicate a luxury liner, but Jinling Shipyard has a history of 60 years of building various kinds of vessels with high quality," the shipyard's director, Ge Biao, told China's Xinhua news agency.
The ship will be 270 metres long and 53 metres high with nine floors and 840 rooms. It will accommodate 2,400 passengers and 900 crew members.
"The liner will be equipped with advanced technologies, including the latest life-saving and communications systems to meet the requirements of modern navigation," Jinling Shipyards spokesman Li Wenbao told the China Daily newspaper.
Representatives of Mr Palmer said on Saturday that his company had received inquiries from potential passengers around the world, with some offering up to $1m (£640,000) for a chance to be on the maiden voyage in 2016.
The original and 'unsinkable' Titanic set sail from Southampton on April 15, 1912, bound for New York City. She hit an iceberg in the Atlantic and sank, killing 1,523 passengers and crew.
The history of the voyage is well known in China because of the popularity of the 1997 film staring Leonardo DiCaprio and Kate Winslet. It was one of the first western films to be authorised for general release in China and it remains one of the top three most popular films.
Celine Dion, who sang the film's title song, became the first foreigner to perform at this year's traditional Chinese New Year Gala which is televised across the country. She chose to sing the song from the film, My Heart Will Go On.
The decision by Mr Palmer to choose a Chinese company has prompted scepticism from some about how achievable the project is and how safe the end product will be.
The issue has even been raised in Chinese government-backed newspapers.
"Frequent scandals involving shoddy products domestically and internationally have turned the term 'Made in China' into a synonym for cheap and low value-added products," an editorial in the Global Times said.
However, the newspaper argued that the Titanic II project should be a chance to prove that the 'Made in China' brand does work.
"It is indeed a challenge for China to fulfil a flawless construction mission as the world watches," the editorial said.

Video emerges of crocodiles being rounded up after 15,000 escaped from a South Africa farm - but thousands are still on the loose.
South African police are urging experts to come forward and help rescue thousands of crocodiles that escaped from a farm.
Up to 15,000 sprung from the Rakwena Crocodile Farm in the far north of the country when its owners were forced to open the gates to prevent a storm surge, local daily Beeld reported.
Only 2,000 have been returned to the farm and police are urging experts to help them recapture the rest.
Hangwani Mulaudzi, a spokesman for the police in Limpopo Province, said: "Due to the number of crocodiles that have been washed away there is a need for expertise, people who have expertise to come and assist."
News reports from the scene show people hunting down smaller crocodiles at night, tying them up and taking them back to the farm.
The surrounding province of Limpopo has been hit by serious floods which have killed 10 people and left many homeless.
"Before there were only a few crocodiles in the Limpopo River. Now there are plenty," said Zane Langman, the son-in-law of Rakwena's owner.
"We go catch them when farmers phone us and say crocs are around."
Mr Langman earlier used a motor boat to rescue some local residents who had climbed onto the roof of a garage to escape the rising floods.
"When we arrived there, the crocodiles were circling them," he said.
Police spokesman Hangwani Mulaudzi said: "Police, the army, and people from the community are assisting."
No incidents involving crocodile attacks have been reported.
A wayward dolphin has died after becoming trapped in a polluted New York City canal and before a rescue attempt could be put in action.
The marine animal had swum on Friday into the Gowanus Canal, which runs 1.5 miles through a narrow industrial zone near some of Brooklyn's wealthiest neighbourhoods.
The cause of death is still unknown, according to the Riverhead Foundation for Marine Research and Preservation. The dolphin died on Friday evening.
Earlier in the day a crowd of onlookers took mobile phone photos while a news helicopter hovered overhead.
The dolphin - which was about seven feet long - surfaced occasionally and had been seen shaking black gunk from its snout.
The New York Police Department had said animal experts were waiting to see if the dolphin would leave the canal on its own during the evening's high tide.
If not, they had planned to try to help.
The Gowanus Canal was named a Superfund site in 2010, which means the government can force polluters to pay for its restoration.
Buenos Aires' answer to Batman was named as Oscar Lefosse, a 43-year-old who drew headlines in 2010 when he began patrolling the outskirts of the city while wearing a blue mask and armour.
Named 'Menganno', which means Joe Blow in Spanish, his identity was revealed after he was charged with carrying an unlicenced gun after apparently firing at would-be muggers.
He told police the alleged criminals shot at his car while he was driving with his wife, prompting him to return fire with his Glock pistol.
It later emerged his gun licence had expired last year.
Menganno, who has 33,000 followers on Facebook, posted a photo of what he said was his bullet-ridden car.
But a Buenos Aires policeman told Argentinian news agency Telam that the shots all came from inside the car.
The police official added: "He could have killed somebody, an innocent bystander. He is irresponsible."
In 2010 Menganno was quoted as saying: "My goal is for all of us to be better and show more solidarity. Injustice makes me sick."
He added that he only defended himself with a flashlight, pepper spray and a compass.
Lefosse worked as a policeman from 1986 to 1996.
However, stories of his alter ego Menganno actually tackling criminals are difficult to find - and for some he is seen as a joke figure rather than a true vigilante.
Speaking on Argentinian TV after his unmasking, he said: "I do not walk around the street armed. I keep my gun at home."
A one-year-old girl has had an amazing escape after being involved in a road smash that saw her flung in front of oncoming traffic.
The Mitsubishi car that the child was travelling in with her parents spun out of control while trying to overtake on an icy road in Russia.
The vehicle skidded backwards and crashed into traffic on the opposite side of the road, sending the little girl flying out of the window into the middle of the carriageway.
A lorry driver coming the other way spotted the child - crawling in the middle of the road - and swerved, missing her by just a few inches.
Her parents then ran from their wrecked car and picked up their baby daughter from the road - just as another lorry was coming the other way.
The child suffered cuts and bruises to her head and was taken to a nearby hospital.
A member of the US Coast Guard who vanished three months ago has now returned home - confused and unable to tell his wife where he had been.
Petty Officer First Class Russell Matthews disappeared in October leaving behind just an abandoned car.
Despite a 10,000-square mile search of both land and sea along the coast of Hawaii, no trace of the 36-year-old could be found.
His car was discovered at Kaena Point, a remote area of Oahu.
The search for Petty Officer Matthews, who has been in the Coast Guard for 15 years, was eventually called off on December 13.
However, PO Matthews, who is a rescue swimmer, suddenly reappeared at his home on Sunday.
He was incoherent and had to be taken to hospital for treatment, according to theHonolulu Police Department and Coast Guard.
Coast Guard spokesman Lieutenant Gene Maestas said the service did not know where PO Matthews had been or what he had been doing since his wife reported him missing on October 9.
He said: "This is not the norm for the Coast Guard. In my 28-year career in the Coast Guard, I have never come across a case like this."
Coast Guard investigators were sent to see him to confirm his identity after he called his employer from a Honolulu medical centre.
Lt Maestas said PO Matthews would not be questioned until he was released by doctors - but the service would be investigating his disappearance.
He said: "We'll try to find out why he disappeared and all the details surrounding his case."
Sergeant Kim Buffett, of Honolulu Police, said detectives had no reason to pursue the case as it was not against the law to be missing.
She said the police case had been closed now PO Matthews had been found.
An elephant calf that had fallen into a well after straying from its herd in eastern India has been rescued.
The baby elephant had been trapped in the well near the village of Bundu, in the country's eastern state of Jharkhand, since Wednesday.
Its age is estimated at eight or nine months.
Residents were alerted by the calf's cries for help as it struggled to find a way out, and called forest officials.
The rescuers used diggers to create a passage and help the baby elephant escape.
On Thursday, they succeeded after five hours of digging, to the cheers of locals gathered around the well to watch the operation.
The baby elephant slipped into the passage but soon got stuck under the bulldozer's wheels. Rescuers tilted the vehicle on one side to finally set the calf free.
Police in Berlin have released pictures of a 100ft tunnel dug by robbers from an underground car park into a bank's safe deposit room.
Police have also issued a composite sketch of a man suspected of involvement in the digging of the tunnel.
The audacious criminals spent weeks digging the tunnel into a vault of the Berliner Volksbank and, earlier in the week, escaped with the contents of several hundred safety deposit boxes.
They set fire to the tunnel as they left to destroy any evidence.
Police were alerted to the break-in early on Monday when a security guard noticed smoke coming from the deposit room.
Berlin police spokesman Thomas Neuendorf said at the time of the discovery that the tunnel was "very professional" and must have taken weeks or possibly months to complete.
It was elaborately constructed and even had ceiling supports.
Mr Neuendorf said officers were still trying to determine what valuables had been stolen from the deposit boxes.
PORTLAND, Ore. -- Portland firefighters cut a hole through concrete and used an air bag and a soapy lubricant to free an Oregon woman who fell and became stuck in a narrow opening between two buildings Wednesday morning.
The woman spent about four hours in a space 8 to 10 inches wide. Local and national cable news broadcast footage of the rescue effort and showed the woman emerging from the space at about 7:30 a.m.
The woman raised her face, clenched her fists and shouted, "Oh, my God."
Firefighters said they hadn't gotten a clear explanation of how the woman got into the predicament. Lt. Rich Chatman of the Portland fire department said she had been seen smoking or walking on the roof of a two-story building before she fell about 10 to 12 feet.
The woman was wedged about four feet above the ground before rescuers installed braces to support her. Firefighters turned on a portable heater to keep her warm in near-freezing temperatures while they dropped an air bag into the opening to slightly spread the walls.
"She was in good spirits," Chatman said. "We just tried to reassure her ... we weren't going home without her."After rescuers cut a window-size opening in the concrete wall, Chatman climbed in to help apply the soapy substance. The woman then wiggled toward the hole as the rescue team tugged on her.
"It was so tight, it wasn't until the last foot that she could actually see me," Chatman said. "She had that look in her eye that she was coming out no matter what."
She was taken to the Oregon Health & Science University hospital and appeared to be in good health, fire Lt. Damon Simmons said. Because she's a patient, the department won't release her name unless she gives her consent, he said.
The department's Urban Search and Rescue unit who extricated the woman train for situations such as building collapses and none of the tactics used Wednesday were improvised, Simmons said.
"They're ready for when the big earthquake hits," he said.
The unit in recent years has dealt with people who have fallen into sinkholes. But Wednesday's incident was the first time firefighters had come across someone stuck exactly like the woman was, Simmons said."She was just so relieved," Chatman said. "She'd been there for over three hours against two cold slabs of concrete.
"Right before she went out to the ambulance, we were able to get a little hug in there."
One of Britain's most famous dogs has died after a tragic accident involving a revolving door.
The dachshund puppy - the in-house dog at upmarket Tatler magazine - was killed after getting stuck in the entrance to the publication's offices at London's Vogue House.It is understood the dog was being walked on his lead by a member of staff when he suddenly rushed towards the door - getting trapped along with a male worker.

Alan's owner Jennifer George - an editor's assistant and events manager at Tatler - confirmed the dog's death on Twitter and posted the last photo she took of him as a tribute.
She wrote: "Yesterday my tiny much loved man Alan passed away in a tragic accident."Thank you to all that were there to help, all the kind wishes and all who followed @TatlerAlan.
"He was so awesome & so very loved."
Chimpanzees and humans possess a similar sense of fairness, researchers have concluded.
Scientists watched both species taking part in a game in which two players had to decide how to divide a reward between them.
In the tests, bananas acted as rewards for the chimps and stickers for the children, who were aged between two and seven.
Known as the 'Ultimatum Game', after the first player proposes how to divide the reward between the two players, the second player can either accept or reject the proposal.
If this player objects, neither player receives anything. If they accept, the reward is split according to the proposal.
The children tended to offer fair proportions, typically half of the reward, to their partners.
Observers discovered almost exactly the same pattern of behaviour among the group of chimps.
But in both groups, the sense of fair play only went so far.
When it was possible to be selfish without any chance of the proposal being rejected, charity tended to be forgotten.
Dr Frans de Waal, from the Yerkes National Primate Research Centre in Atlanta, said: "Until our study, the behavioural economics community assumed the Ultimatum Game could not be played with animals, or that animals would choose only the most selfish option while playing.
"We've concluded that chimpanzees not only get very close to the human sense of fairness, but the animals may actually have exactly the same preferences as our own species."
Scientists believe the findings, which are published in the journal Proceedings of the National Academy of Sciences, suggest that sensitivity to reward distributions may help chimps reap the benefits of co-operation in the wild.

The woman was seriously injured when the train derailed at Saltsjobaden station, southeast of Stockholm, and collided with the building, police spokesman Lars Bystrom confirmed.
She was flown to hospital in the capital city and has been arrested on suspicion of endangering the public.The cleaner stole the four-carriage train at a depot then drove it around a mile (1.6km) before it crashed, a spokesman for train operator Arriva said.
Witnesses said the train did not slow down when it reached the station before smashing through the stop barriers at the end of the track.
No-one in the house, which sits around 50 metres from the stop barriers, was injured and there were no passengers on board the train at the time.
